Miss Matiro Rebecca Ellen Mogopodi is the Municipal Manager at Tswelopele Local Municipality. She has a Bachelor of Arts degree from VISTA University, Masters Diploma in Human Resources Management (MDHRM) from RAU (Rand Afrikaans University) and she obtained Certificate Programme in Leadership Development from Wits Business School.

Miss Matiro Rebecca Ellen Mogopodi is a teacher by profession and taught for 10 years at Rainbow High School in Bultfontain.In 2006 she joined Matjhabeng Local Municipality as Councillor and she was serving on the Mayoral Committee. In September 2006 she was appointed as Director Social & Community Services at Metsimaholo Local Municipality until June 2010. In June 2010 she was appointed to the position of Municipal Manager at Thabo Mofutsanyana District until February 2012. During her tenure as Municipal Manager of Thabo Mofutsanyane District Municipality she managed to remove the municipality from a disclaimer to a clean audit.
In 2012 Miss Mogopodi was also appointed as Executive Director Community Services and Law Enforcement at Matjhabeng Local Municipality until April 2017.In May 2017 she became the Municipal Manager of Tswelopele Local Municipality.

 As head of administration the municipal manager of a municipality is, subject to the policy directions of the municipal council, responsible and accountable to and for:

The formation and development of an economical effective, efficient and accountable administration-

Equipped to carry out the task of implementing the municipality’s integrated development plan.

Operating in accordance with the municipality’s performance management system.

Responsive to the needs of the local community to participate in the affairs of the municipality.

The management of the municipality’s administration in accordance with the Local Government Municipal Systems Act of 2000 and other legislation applicable to the municipality.

The implementation of the municipality’s integrated development plan, and the monitoring of progress with implementation of the plan.

Responsible for Institutional Risk Management by way of developing and implementation support for the institutional risk management strategy.

Develop programmes relating to proper implementation of transformation policies by liaising with relevant stakeholders.

The promotion of sound labour relations and compliance by the municipality with applicable labour legislation.

Advising the political structures and political office bearers of the municipality.

Managing communications between the municipality’s administration and its political structures and political office bearers.

Carrying out the decisions of the political structures and political office bearers of the municipality.

The exercise of any powers and the performance of any duties delegated by the municipal council, or sub-delegated by other delegating authorities of the municipality, to the municipal manager in terms of section 59.

Facilitating participation by the local community in the affairs of the municipality.

Developing and maintaining a system whereby community satisfaction with municipal services is assessed.

The implementation of national and provincial legislation applicable to the municipality.
