Legislative framework
The Tswelopele Local Municipality was established in terms of section 14 of the Local Government: Municipal Structures Act (Act No 117 of 1998) and was published in Provincial Gazette no 109 dated 28 September 2000 and came into being on 6 December 2000. The municipality is a category B municipality with a plenary executive system as contemplated in section 3(b) of the Determination of Types of Municipalities Act, 2000 (Act no 1 of 2000).
Strategic objectives
The strategic objectives of Tswelopele are informed by strategic objectives of National Government, Provincial Priorities, Local Government Turnaround Strategy (LGTA), Millennium Development Goals and the Local Government Strategic Agenda. The strategic objectives of Tswelopele are informed by the Five Year Local Government Strategic Agenda which outlined the key performance areas for all municipalities as follows;
